Not in 1851 or 1861 census with his family but wife is not listed as a widow in 1851 and obviously children were born right up until 1866 so if he was the father he would have to have been alive during those censuses. There is a match in 1851 in Nottingham but in 1861 that same match has a family so unless William had two families it isn't him.
However in the 1861 census she is listed as a widow!
Caroline is listed as a widow in 1881

Another story I have heard is that this William Memmory was quite a rogue. Apparently there were several occassions when he owed money, and he would skip town and assume his wife's maiden name- becoming William Burrows or William Burroughs to escape trouble. With 13 children I'd have to say he didn't skip too far away. 425
